Origin & Usage

Many (众) accounts (说), tangled and numerous (纷纭). 纷纭 is a reduplicative describing things scattered and interwoven, the same word used of falling blossom and drifting snow. So the phrase is not about disagreement between two sides but about a field of opinion with no shape to it. It is used when the facts are not yet settled — an unexplained event, an unattributed decision — and it implies that none of the accounts has yet earned precedence.
